Photoshop Tutorial by ofer Zelichover- A very simple Photoshop tutorial by Ofer Zelichover, who explains how to create a "bloom" effect. A bloom effect makes the image look brighter and have a "hazy" look to it (see the above image). Creating this effect is very simple, and is done as a post render process in photoshop. 3dm3 has also posted a tutorial on the same line. Basically similar photoshop trick is used by lots of 3d/arch. visualizer in post render process, to improve their under-lit scene and sometimes used for only improving the reflectivity of selective objects in the scene.
